Accepted my stolen credit card without carefully checking signature

On January 11th, I lost my Bank of America Visa credit card, and it was subsequently used at Visa merchant 09510661698 (Sconecutter 21st South) for the amount of 20.48. After reporting the card lost and having the transaction investigated, I was referred to this merchant since the bank told me that they couldn't help me because Sconecutter had submitted a signed draft.

I have a copy of this so-called signed draft and it in no way matches my signature, so obviously the Sconecutter employee did not check the back of the card or ask to see ID, since I did not lose any form of ID.
After calling the Sconecutter corporate office in March I was referred back to the card issuer since Vicki at Sconecutter said that she could not do anything.

After many hours of talking with the merchant, nothing was done. This merchant still got paid. I luckily received a $20.48 credit for "my inconvenience for spending 3 hours on the phone with my credit card issuer".in my opinion, I should not only have received this $20.48 inconvenience credit (since I make $14.30 an hour at my job), but the charge should have also been reversed so Sconecutter was held liable for their employee's actions.

If you live in the Salt Lake City area or anywhere else this merchant is doing business, I am asking you to not patronize this merchant in any shape or form. Companies need to be held accountable for the actions of their employees.
