Misrepresentation & ripoff

I got a letter in the mail that says I was pre-approved for a credit card. I sent in 43.00 for express delivery to get my credit card. I thought I could use this card any where that I chose to.
The letter said I could use it at a restaurant or anywhere. I can only use through their catalog that is about 3x as expensive as Wal-Mart.
I was mislead into thinking I could use it for any thing or anywhere.
