Medical Claims Processing Online - PHD rip-offs won't pay up!

Physician's Healthcare and Development refuses to refund my $300. There was an ad in my local newspaper regarding work from home with your computer. I called for details and the sales rep gave me misleading infomation, specifically, I asked if "cold sales" was required. I was told that I would have access to a list of doctor's needing this service. When I inquired further — is this a list of doctors that have expressed an interest in your product — I was skillfully deflected from this line of inquiry.

The $300 was said to be non-refundable; I assumed that this was because of possible software piracy issues. My money was supposed to buy the software to process claims online, 14 hours of web-based training and access to the list of doctors needing the service. The understanding that I got from the sales rep was that I would be processing claims online for doctors that needed/wanted electronic filing of their patients' claims. I thought I was buying something to connect to their data center and basically I would just provide keyboarding of the data. When I asked how the doctors were to transmit the information to me for keyboarding, I was told it would be by e-mail, after I had signed up with that particular doctor.

Upon receipt of the software and review of the documentation and the website, I quickly realized that I had been mislead. The so-called list is Medicare's list of doctors who do not currently file claims electronically and is not a list of doctors that have expressed an interest. Additionally, I would have to pick up patient files from the doctor in order to process the claims. I wrote PHD by U.S. Mail and e-mail describing the "cold sales" and electronic transmission issues and requesting instructions for return of the package and refund of my money. They responded only to the e-mail saying that they could not process refunds or returns by e-mail and that I should call the Customer Service number: 888-239-1850. This is a voice-mail number only; you must leave a message and they return your call. The message on the answering machine is misleading in that it says "No one is available at this time to take your call. Please leave your number, etc., etc." No matter what time of the day or what day of the week, I have never been able to reach a human being at this number.

When they called me back, I explained all of the above to the customer service representative who repeated the magic phrase "a list of doctors that do not process claims electronically" no matter what I said. I asked for her supervisor who basically said that they could not refund my money because they had a card with my signature acknowledging that the money was non-refundable. My protest to this person was that the initial sales call information was misrepresentative and that this was grounds for the return of my money. He said that he would have the Sales Manager, Garrett Moran, call me back in an hour. That was on the 10th of January and I have not heard a thing since. I have left several more messages and still have not heard a thing.

I am a single mother, currently unemployed, and I need my $300 back. Please help.
