I received their credit card a week ago, yesterday their statement came it said I owed them $75 with an interest rate of 23.90%

A week ago their credit card arrived here, yesterday their statement arrived. They say I owe them 75$ and my interest rate is 23.90%. I will probably have to pay the 75$ before the account can be closed
