Called to cancel card last year City of industry california

I called last year to cancel my card and was told it had to be paid in full first. Now all of a sudden they say i owe 200.60. I have received calls from a man in w. Virginia and got a letter demanding from jody stephens in texas. The man in west virginia ask me why i was hiding, he sure got to me. Calls like that are forbidden by the telephone company. What can i do to get these people off my back. Jody stephens is at 4210 terrace ave bldg 6 houston 77081
