First National Credit - - Scam

I was sent a form that stated that all i had to do was send a processing fee of $37 for regular processing or $43 for rush processing and sign the form and i would receive a credit card with a $15,000 limit. I don't understand how these businesses could be approved and how are we suppose to receive our monies back.
