Condition check rejected

I obtained a LIHEAP check and experimented with cash it at Wal Mart. The check is driven about the State-Of Pennsylvania. Wal mart dropped to cash it after operating it through Certegy Check Solutions. I subsequently tried contacting Certegy in the 866-6478 quantity and there's a saving. Once you make an effort to enter your identification range, it says it can't understand and weighs up. I named them atleast twelve occasions to no avail. When they never let a check drawn about the PA Treasurers office, who subsequently may they agree assessments for??? Ridiculous
