IRC Main Office & Sent me a letter saying I won $1,250, 000.00, and that all I needed to do was pay 19.99 to cover the Office Attendanat Reporting fee

I was sent a letter giving me an Insurance I.D. Number and saying I had won over a million dollars. And that all I had to do was send in a fee of 19.99 to cover a reporting fee. Looks very real and official. But upon reading the back of one of the letters it says not a guaranteed winner.
