Caltex oil company usa

I had passed the online interview by caltex oil company. Now i got a soft copy of the offer letter also. My point is if they can provide me such a good facilities and air tickets fee, then why are they demanding 660USD to be paid for visa processing? I would like to know whether this company is a fraud? Should i make the payments? If i make what is the guarantee that they send me visa? What is the action to be taken? Please let me know
