Wells Fargo NA Harassment, charging fees for cashing their own checks!

I cash my payroll check at Wells Fargo Bank.By law, they are supposed to cash my check. Rather than cash my check, I'm usually given 15 minutes of a branch manager telling me they cannot cash a payroll check unless I open an account. Then he told me I had to open an account. I told the manager that he was in violation of the Business and Professions Code. He then got nasty and charged me $5.00 to cash their own check!
