Gas charge

I applied my OnlyOne CREDIT bank card on 1-30-10 and bought $10.00 of gasoline. On my declaration $38.02 was taken (that was anything remaining in my own acct) I've a bill which suggests the following:

Whole $10.00

Today why was my consideration billed $38.02.

I'd just like the difference credited instantly.
