On 11.28.09 I preseted a check to OfficeMax at Graceland Mall in Columbus, Ohio. I was told there was something wrong with my account (even though I presented two forms of government picture identification), so I paid cash for my purchase.
I was given a piece of paper with a number I could call to request information as to why my check was declined even though I had almost $2,000.00 in my checking account.
When I called Certegy I spoke to Ryan; no answer to my question as to why my check was declined other than... Essentially... It is some sort of profiling system—he used the term "risk management." No other information was given other than I was a "Code 2" and he repeatedly encouraged me to use my bank card or credit card. I requested a manager.
I then spoke with Bryan. He did not add to the information provided by Ryan or provide a reason for my declined check. He repeatedly encouraged me to use my bank card or credit card.
My assumptions are that there is a conspiracy among Certegy, banks and vendors to force consumers to:
Use bank cards to generate forced transaction fees.
Use credit cards to generate forced fees from revolving credit and high interest rates.
Pay a forced service fee for "membership, " in addition to transaction, credit card and checking fees to an entity created solely as another tier for generating income for Certegy, banks and vendors.
This denial of access to funds for an indefinite period of time should be considered against FDIC law. Federal law dictates consumers cannot be denied access to their funds for more than two consecutive days. Banks created checking accounts expressly for this reason—so consumers would not have to dangerously carry large sums of cash, but still have the ability to present a check as legal tender.
I will be reporting Certegy and OfficeMax to the Better Business Bureau as well as to the State's Attorney General. I will also be writing to my local and state representatives. As a veteran, I consider Certegy Fascism; created soley to deny law-abiding citizens their right to access their own money—unless, of course, the individual is paying Certegy for their "membership, " a bank their transactions fee, or the credit card company an interest rate.
