System Errors preclude account access, horrible customer service

For over two weeks now I have not been able to access my PayPal account and funds as any attempt to login result in "System Error" message. PayPal admits it's a known error but they have not been able to resolve the matter. The customer service there is as disorganized and horrible as discussed on PayPalSucks.com
