To start, my wife has had a Capital One Card for many years. They sent me one to use also under her account. We have never been charged for a yearly Fee. We have always paid online after Capital One set up there Web site when the statement came in.
Just recently 02/28/03 I got and pre-approved invite for a card in my name and a 0% rate for one year. I sent for it and the card came in the mail in about 10 days. I started using the card until I got the first statement by mail. The charge for $59.00 for membership was on the bill.
I called Capital One 04/01/03 and ask the person why the fee was on my bill. Come to find out I had missed reading about that there would be this fee. OK, my mistake, I ask this person if I could close this account and not pay the fee. "Yes SIR" was the reply, "just pay any charges you made and I will close the account and send your $59.00 back to you in the mail."
I paid the balance due in full. I told the person I may have a few more charges out. They said " As long as you pay them before 04/15/03 you will get your Fee in the mail in about six weeks."
On 04/25/03 I got a letter from Capital One stating I had more charges that came in. I went online to login to pay them and the Web site would not let me login because the account had been closed. I called Capital One and told The Lady I could not login and that the letter said I had to pay. She said just mail the payment and she would put a note in my file and not to worry I would get my fee refund even though the letter was post marked 04/18/03.
I waited for my refund to come by mail. Six weeks, no refund. I called again, this time the Lady said, "because 30 days had passed (04/15/03 deadline) I would not get my fee back." I ask her to look on my file and see the note! She said, " there is nothing noted in my file other than my account was CLOSED.
I ask to speak with the manager. She put a man named Jerry on and I told him what happen. Jerry said, " Sir, The rules say the Balance must be paid within 30 days THAT'S IT." I said, "The..." Jerry cut me off rudely and said "rules are rules and you are not getting anything."
This has been a piss-poor way for them to LIE and CHEAT just for $59.00 and I will tell everyone I know how Capital One will steal and CHEAT anyone and everyone including a customer they have had for 9 years. BEWARE!
