Seller Protection Retracted, Over $1400 Debited After Purse Sale

I was selling a purse on eBay, and the Buy It Now price was about $1420. A buyer contacted me saying she wanted to buy my purse if I would ship it to the Philippines for her. We agreed on a price for shipping, and she bought the purse with another eBay account because she did not want her husband to know she was shopping again.

After I sent her the bag via USPS, the buyer contacted me by email after she got it, saying the bag was "perfect" and that she wanted to buy another one if I got it. I told her I did not have any more bags, and the day after that she filed a dispute in PayPal with "unauthorized charged." I was so confused and called PayPal right away. They did not give me much of an answer then, but about a week later they emailed me saying the dispute was closed and the charge came out authorized, which means it was valid and the credit card was not stolen. The money that was on hold was wired to my bank account, about $1375 minus the eBay fees.

Right after that, the buyer (scammer) opened another dispute that said she did not get the purse. I called PayPal many, many times and talked to so many agents. I supplied them with all the information I had, which was the receipt from the post office that has the buyer's name on it and also the tracking number, and I forwarded her emails to PayPal.

Less than two weeks later, PayPal sent me an email saying I was covered by their seller protection program because I sent all the information they needed. I also called an agent to confirm, and she said I had nothing to worry about. That was about a month ago, and yesterday I got an email from PayPal saying the transaction had been "reversed," and therefore they were taking money out of my account! I was so furious and called right away. I spoke to the representative first, and she was not much help, so she offered to let me speak to a supervisor. I was on the phone with that person for about 20 minutes, asking why they would email me that I was covered and then retract it. The woman said "human makes mistakes" and that the email was "an agent error," and there was nothing they could do. I had to pay over $1400 to PayPal.

The thing was, I sent the purse to the Philippines and the address was not a PayPal verified address, so there were so many problems that I had countless phone calls with them before they reviewed the information I sent and decided to protect me. But a month after that, I got an email saying "unfortunately, we have no further recourse to continue to dispute this chargeback on your behalf; therefore we will be debiting your account for the following reasons: We did not receive signed proof of delivery."

The receipt I sent to PayPal has that person's name on it, and it was the same name as in the emails and the PayPal account. That person just will not stop this scamming, and I do not know what to do since I do not live in the Philippines and PayPal has backfired on me big time. They insisted that I had to pay. Why would they send me that email, and why would the agent on the phone tell me not to worry, and a month later they are trying to take the money out of my account? Please help!
