Ripoff consumer fraud

I ordered the package on 1/2, received the package on 1/5. That cost was $39.95. On 1/10 I received a called from Rick at universal business strategies. He offered me the opportunity to purchase 1-900 lines. I ordered 3 lines at the cost of $339.00

I looked over the package of the numbers and decided I wasn't interested. I tried to call to get my refund. Now it is May 22nd and I still can not get through to speak to anyone about a refund. I just would like to get my $339 back.
