Debit shows immediately but stop payment doesn't

I made a debit card payment to the cable company. The debit was input as 104, the representative notice his mistake immediately. He put a stop payment on the debit and input a new one immediately of 140. (he simply transposed the numbers). Fifth third recognizes the two debits and has the 104 and the 140 pending. This of course made an overdraft and they have charged an overdraft fee of 37. I do not understand how they cannot not or maybe will not recognize the stop payment as quickly as they recognize the dedit. This over draft is not my fault. A third transactin of 4.96 made the overdraft. Brought the error to 53rd's attention yesterday before the 4.96 posted and they said they could not stop it. Told them about the cable error and they said they cannot do anything until it post (both payments are still pending).in the mean time I get charged the over draft fee plus the additional fee everyday for being overdraft.
