Pulled credit line blow balence now chargin over limit fee

I've been quite a long time jc pennys costermer. Devoted never late and used our credit wisely and frequently. I'd a 2650.00 borrowing limit having a 1600.00 stability. I had been informed they'll be falling my control to 1325.00. I've no lates and had no issues with them or anyone else. I'm today over limit so when i named they stated its been already documented over-limit.
