Charge to bank account

This company charged to my bank account $64.50 when I never authrized these people to do that.

I call today and they told me I signed for the membershin when I don't. They told me PVC Club can't refund the money electronically (same was as they took my money) and will be sending a check in 10-21 days after my complaint.
