Paid $5,500 for Private Money Financing. No services rendered. No refund

On June 26 I paid Rosario Lopez $5,500 for her Private Money Financing services. She promised $3,000, 000 of funding in 20 days for a music project I was working on. I paid this amount in person but no services were ever rendered. It has now been 4 months. I have made multiple phone calls and emails requesting a refund of my money.
