No protection for your purchases made through PayPal

I made a purchase through an online company that utilizes PayPal for payment. I never received my purchase.

PayPal said that I "won" my dispute, but the company, partytimefavors.com, did not have any money in their account to refund to me. The company web site is back up and running again and PayPal is still a form of payment on their site!

I have never received my refund from PayPal.
