Took $200 from checking, was supposed to get a visa card, got a worthless shopping card

I applied on line for a cash advance. I received a call that $200 would be taken out of my checking account and i would receive a visa card and that it had a $1000 cash limit on it. I did receive a shopping card from ameritrust but it is worthless. I am now out of $200.
