I, too, received the pretty green certificate in the mail. Because my credit is not the best in the west, I sent in a check for $49.00 for the "rush". My check cleared my bank on the 19th of November. Still no card. I went online to find them and found this site and the 174 other complaints about this Consumer First baloney and this Robert Steven person.
I am now assuming he has my bank information, and will be at my bank first thing Monday morning to find out what I can do to protect my checking account. While I willingly wrote out and sent in the check, I doubt I can get a refund, but I am taking in a few copies of the reports against them from RibOff Report to see if the bank will help me get a refund. I have already requested a copy of the check and when I get it, will post a follow up with the depositing bank's information. This may help others.
I feel like a total moron for falling for this scam. I have always just torn up these things, but this time I didn't. I had received a similar offer a few yrs back from Capitol One and it was legit. I should have just been happy with that card and ignored this rip off scumbag Stevens.
