Took and cashed my check I never received a card?

In 2007 I recieved the same letter as the one that prompted this report. It is a "Guarenteed" Credit Line of $10,000 dollars. You simply send in a membership fee of $37.00. I have yet to recieve my credit card. I think it's funny they offered me the chance to let them rip me off again!
