Applied was turned down, but they still took 19.00 out of my bank account, they said only if u wheer approved would it be deducted. Now they have all my info

I applyed for a quick loan of 200.00 from this company and they denied me but when i checked my bank account they took 19.00 from it with out my permission. And now there is no way to find them i tried all the resources and they are all fax. What are we to do. They now have my bank information, so i have to change account info or close my bank account, this is so wrong of all these loan places i hope the govermant does shut them down. I only neede it this once for car repair and i get ripped off. Thanks
