Promised a credit card with a limit of $4000 Debited my checking account $199.95 Never got a credit card consumer rip-off fraud

I received a post card in the mail telling me that I was approved for a Master Card with a limit of $4000.00. I contacted the agency and gave them my checking account information, which they drafted $199.95. I was told that I would recive a package in the mail. I never did. As of today 11/14/02, I can not get a refund nor do I have a credit card from them.
