Ripoff fraud business

I recieved an approval letter from Consumer First stating that I was approved for a Platnum card with a credit limit of $5,000 and a one time fee of $45-$49. I have since sent in the $49 (rush) fee and have not yet recieved my card. However, due to the long time frame of the cards delivery I have become leery and I wanted to know if they are infact a reputable company and if not will I be able to get back my $49 as indicated in there letter. Furthermore, if I am unable to get my money back what if any action may I take?
