Won't update my record with original company

I had a credit card that went into collection. The original collection agency was Arrow Financial, but when I contacted them to pay this they referred me to First Revenue. I promptly contacted them, asked for a settlement & paid this. I have to say on a side note that the manager (or a lady who said she was a manger) was very rude to me when she verified my payment. She said for me not to think I was doing them a favor by paying this. I thought that was odd to say and since I know that we sell our collection accounts for pennies on the dollar where I work I'm sure I was probably doing someone there a favor cause I didn't have to be sought out and called I came to them & paid.

Anyway - that was early January. I was told I would get a letter from them & that they would report my payment to Arrow Financial. Well they did report my payment to Arrow but they failed to tell this was a settlement and my account is considered paid in full, so Arrow still thinks I owe the balance. The only letter I got was one from First Revenue offering a settlement on the balance they wrote off when they gave me the settlement I asked for!

So I called them, was transferred to several people & back to the lady who says she is a manager. She said that letter was sent in error and that they would send me another one. She then said something about an audit, but I didn't understand exactly what she said, she has a strong accent and is not easy to understand. I have waited for this letter but nothing has ever arrived. I have contacted them twice since then, about every other week.

Luckily they still have a record of me, and acknowledge that I made this payment and that my account is considered paid in full, but they have yet to send me a letter as they say they will each time, and they have yet to advise Arrow that my account is setteled. While First Revenue does not appear on my credit report, both Arrow & the inital lender do & while I have disputed these bills with the credit reporting agencies, because First Revenue has not done their part in advising that I paid on a settlement agreement & that this account is paid off the companies are not updating my credit report accurately, rather they are validating these debts are legit.

What can I do to make First Revenue accurately report my settlement to Arrow? This is obviously a violation of my fair credit reporting rights. Aside from contacting a lawyer I'm not sure how else to get this taken care of. First Revenue seems completely complacent about this.
