Mortgage Servicing Company Refuses to Pay Taxes from Surplus Escrow Account

On 12-14-07, I received a MUD tax bill. I faxed the bill to Chase with Loan number and written instructions to pay before 12-31-07.
On 12-31-07, I was informed that Chase did not pay the bill due to receiving an electronic bill with $0.00 due on 12-19-07. I then asked to speak to a supervisor in the tax department.
Rhonda, the only Rhonda in the tax department advised she could wire transfer funds as I wanted to have the bill paid before the end of the day in order to claim on the 2007 Federal Income Tax. Rhonda was to confirm bill payment before the end of the day. She never returned the call.
On 1-2-08, I called to inquire if the bill was paid. I was told that there was a code V (no CSR was familiar with this code) and the tax bill could not be paid. I left messages for Rhonda to call me on 12-31-07,1-2-08,1-3-8, and 1-4-08 all to no avail. The customer service reps would "ask" Rhonda if she had paid the bill, but I was never allowed to speak with Rhonda. Rhonda relayed the information that she was working on the problem.
I called on 1-3-08 and was told that the bill could not be paid due to "uncertifiable parcel". Mind you Chase had previously paid the MUD bill since 2000 with the same parcel number. Now all of a sudden, Chase will not pay due to an inexplicable code V.
When the CSR informed me that a different supervisor stated that Chase didn't have to pay tax bills on "uncertifiable parcels" and WOULD NOT pay the bill, I was dumfounded. I advised the CSR to relay to the supervisor that they were in violation of RESPA for failure to pay taxes from the escrow account, a surplus escrow account no less.
On 1-4-08, the bill still wasn't paid. This time when I asked to speak to Rhonda, I was told she was unavailable. Another CSR stated that the code V was still on their system, and the bill could not be paid. And come to find out the copy of the bill I faxed on 12-14-07, and a copy of the bill successfully faxed by Chimney Hill MUD with the parcel number circled, have YET to be scanned and entered on their system.
I will have to pay the MUD taxes even though Chase had the monies available in escrow.
A formal qualified written request letter has been mailed to Chase Home Finance, LLC. Copies of the bill, and successful fax transmissions, along with details of conversations have been mailed to HUD, FTC, OTS, Federal Reserve, Attorney General, Office of Comptroller of Currency, and all other federal and state regulatory departments.
