Is this legal? Overlimit Charge When Finance Charges Put Balance Overlimit

Okay, I have a question. Is it legal for credit card companies to charge an overlimit fee when it was the monthly finance charges that put the account over the limit during that period? Here is what I am talking about;

There was no other transactions for the billing period at all. The overlimit fee was the only one.

Is this legal? I think it must be because they do it, but I cannot get my brain around this, so if someone could explain how a finance charge is not a transaction, but it can still trigger an overlimit fee?

I have had bad credit in the past, but I have been working very hard at trying paying this card for the past few months (I am on limited funds at the moment) and had it just under the limit until the yearly fee was charged last billing cycle which is why the previous statement shows an overlimit amount (39 over limit fee finance charge). I would appreciate any advice.
