Card Services ripoff Fradualent Returned check fees

I've been arguing with their customer service for 2-3 months now. The situation is this, I've been charged 200.00 in returned check fees. I know my banking information is correct because they've charged me a couple times and it has been successfully posted to my Washington Mutual Account, yet they claim that my banking must have been entered wrong... Taking it all in stride, I explained to their representative "if that were the case, then why are there payments posted to my bank account if my banking information is incorrect?" I got probably 30 seconds of silence before the rep said "Let me speak to the manager". The manager picks up the phone and I reiterate the situation again and he says "Don't worry we'll fix it up and it should be corrected at the end of the month." Foolishly, I believed them and again I set up an two more payments (within the same month) and I get returned check charges...

I called them up and been given the run around for about an hour before I hit their last tier of customer service. I call it "last tier" because these are the people who just listen to your problem and provide no solution (basically people who are just paid to listen). I told this person how illogical it is that my banking information is incorrect due to the FACT that 2-3 payments did go through and that I did have sufficient funds in my account at that time, "Something is wrong on your end". He quickly commented and said "No the system isn't wrong, you must have did something wrong". Ouch, this really ticked me off and I asked "How could it be that some payments go through and others do not, it doesn't make sense at all" and I asked for a manager or someone who actually knows about the posting practices, and he said "there is nobody else to talk to but "I can give you a fax number (918-384-4952) and you will get a response in two weeks." I reiterated to this person that I wanted to talk to someone who can explain to me why my other payments didn't go through, he said "sorry use the fax number".

Just to make sure that there was really nothing wrong on my end I contacted WAMU and the rep from WAMU went through each transaction and acknowledged that there were indeed payments that went to HSBC and didn't see no logical explanation why they didn't receive the payments I requested through their accountcentralonline.com website, and told me that the only way the reason why your payments didn't go through to HSBC was one, that you had non-sufficient funds or two, they didn't present the payment to us (WAMU). The rep said I had sufficient funds during that period (there was no NSF charge) so the only explanation is that HSBC didn't present the payments I requested through their website (accountcentralonline.com) to my bank.

I'm no accountant but isn't this a blatant violation of GAAP or SOX rule? I mean these returned check charges are going to be eventually reported on their Financial Statement as revenue but from the looks of it looks like they're scamming me by not presenting payments to my bank. What can I do I'm at a dead end here.
