Is pulling my credit for other people identity theft

I have only 3 creditors, 1-mortgage co. And 2 credit cards, although there is a sneaky constant presence on my credit report.

I've sent documentation to transunion verifying my identity and as soon as they can remove the false info these scacm artists put it right back on there. They are using my first name with a different last name. I don't understand why though, they are not obtaining credit, they just keep pulling inquiries.

I'm getting very frustrated because the phone number they list is not in service. And i don't want this incorrect info on my credit report.
