$37.00 dollar ripoff I WANT MY MONEY BACK!

I paid 37 dollars for a card i can use for emergency to get some stuff on credit and i never recieved anything for my money. I tried to call but its all automated. I am very dissapointed and frustrated is there anything i can do? Can anyone get me some information on what to do?
