Ripoff Fraudulent ACH Account Debiting refusal to refund charges no account in use

This horrible entity has fraudelent ripped me off. Their claim is that I placed an application online on 02/13 for their "Pre-paid credit card (an account that I do not possess, have not used, activated, I don't even have a card for). They debited my account for $159.00. I noticed the charge and immediately phoned them. I was told in order to receive a refund, it would have to be within 3 business of opening this account (of course, I would only receive the $100.00, the $59.00 was the non-refundable application fee). Also, I would have to fill out a "Cancellation & Refund Form". I was told that I needed "An Order ID Number". I was given the number from the representative and was told to record it on the Cancellation Form. I filled out the form and included the ID number. I faxed the form to the fax number that they gave me and was told that it would take 90 days for the charge to be refunded. I did this on 02/16 (I was within the 3 days, as per the representative). They still have not refunded my money and it is now April 5.

Just recently, they have made another ACH debit from my checking account for $29.95. I phoned them again at the telephone number that they have listed. I spoke to a representative about it and she says that it is for some sort of "Credit Build" program that is an extra charge and it is supposed to be a part of the account. I HAVE NEVER RECEIVED A CARD OR ANY ACCOUNT INFORMATION FROM THESE PEOPLE!!! I requested that this be cancelled and the charge be refunded as well, but she said that there is no record of my original account cancellation request form. I requested for a supervisor or someone to assist me but was placed on hold for 40 minutes, she never returned back to the line.

I really need some help with this... I do not have money for these people to keep ripping me off. I am a single mother who makes a small salary, my child has no father (he died when he was a baby) and I am the head of household. Do I have to close my account for these people to stop debiting it? They are causing me to Overdraft and I can't afford it
