Disabled couple ripped off by false promises ripoff

My husaband and i were looking into government grants we had gotten a phone number to persons who handled this matter we were told to send $299.00 so government forms can be submitted if no grants were given our money would be returned. Well no grants were given and their phone number was disconnected.
