Ripoff! $239 debit from acc't. No card or money back. They don't answer my calls. Consumer fraud ripoff

On November Titanium Blue took $239.00 out of my checking acc. They promised me that i was going to receive a credit card with $2500.00 credit line. Is been seven months now and i havent received any card yet. I have been trying to contact them but they dont answer my calls at all.
