Ripoff I sent them $43 for a $15,000 visa gold card and I never received the card fraudulent business

About a week ago, I sent $43 for a $15,000 visa gold card. I was promised the card would be rushed to my home within a few days. I never received the card, and when i called they said it was in the mail. I can't get a hold of them, and am wondering what happened. This sounds like a ripoff and if it is i want my $43 back.
