Attempted to collect a debt from me that I never owed or am familiar with, ripoff

NCO Financial sent me a collection letter from some EBAY or Paypal creditor that said i owe $5305.47!! This is absolutely incorrect and will result in a lawsuit if necessary.

Can anyone just call a collection agency and claim that anyone owes them money and start a collection against them?
