Ripoff false promises

I received a simple letter in the mail stating I was pre approved for a Platium Card for a credit line of $5,000. The real catch is, you just can't believe it and then it reads send $43.00 and we will rush a card to you immediately. Wrong. It has been about 4 weeks now and I haven't received anything.
