First National Card, ripoff 14 Year Old Receives 6500.00 Credit Card

My 14 Year Old son, just recieved a $6500.00 credit line from First National Card based on his credit report. How is this possible? I as his mother has tried to get his credit report due to fraud against him and none of the credit agencies has nothing on file beacuse he is only 14... So how did First National Card get it?
