Ripoff No Info

I also had a $12.00 charge from CIC Credit on my bank statement. I have no idea who they are. I do not seem to have any account information from them, or even contact info. It looks like they have a long history or ripping people off. I don't understand how they are allowed to continue doing this.
What is the best way to get them to stop?
