Ripoff, they took $249.00 out of my checking account and i did not receive anything

On August 5 Oxford Financial took $249.95 out of my checking account, and promised me a credit card 40 business days after. It is now 10/19/05 and I have not received anything. When I tried to call their number is disconnected.
