Charge for services not completed On The Internet Ripoff

I requested a new cash card for a lost one. They charged me $10.95 to replace it.

I ordered it on May 03, as of may 16 I still have not received it.

Global cash card says they are not reponsible for it being lost in the mail and if I would like to order another one I could, but it will cost me another $10.95.

Beware sounds like a scam to me!
