Rush delivery rip-off

I received a certificate in the mail stating that I could receive a credit card in the amount of $15,000. All I had to do to get the card was send in $37 to them or $43 for rush delivery of the card. That's exactly what I did and now it has been over two weeks and I haven't got my card. I tried getting in touch with them but I haven't been able to. I have the address and also the name of the man who the certificate came from. I really would like to get the situation handle because I would like to get my money back and help stop them from ripping off others.
