Anyhow, just want to add my two cents.
I stay in Spain and my ISP is a Spanish service. Trying to access Paypal from Spain... The webpages are all in Spanish and NOWHERE on their site is an option to choose a language preference. On top of this, over and above their other incompetencies, there is no way you can make contact with them. No "contact us" in little-itty-bitty writing at the bottom of any page.
Well, thank heavens for Google Translate, I got the opportunity to read what I didn't want to do (only a fool would) and left their site, good and proper.
I've said it once, I'll say it again. "I have a credit card. Who needs Paypal."
