Ripoff misrepresented themselves but had no problem withdrawing money from my checking account

I was told that i had a credit over $2,5000. I call to see why i had not received my card and bonus coupons even though they withdrew money from my account.

When i call about this situation i was told that it was not a credit card. I could only withdrew the money i put into the card. That was never mentioned to me.

They told me i could not speak to anyone but i had to write a letter to the administrator of dominion. So far no success. I don't not what to do. I am on a fixed income and to me $270. Is a lot of money for me.
