L'Oreal Visible Lift won't come out of bottle - Visible Lift Foundation

The Visible Lift Make-up won't come out of the bottle onto the brush. It worked maybe for 5 applications and I can no longer use it.

I feel very frustrated, ripped off and would like a refund.
