BAD HAIRCOLOR FOAM - Precision Foam Colou

Hi i purchased your precsion foam colour 9N proof of purchase number is17226 16190. I went to put it in my hair and it remained in liquid form would not change to mousse. I have bought this product many times and never had a problem... I purchased it at the walmart in Pennsylvania... Thank you for your time
