Online Payments Debited but Claimed Returned, Returned Check Charges Threatened

I have contacted the Customer Service Dept. About payments debited on my checking account but they claim the payments were returned. The payments were all made online and for much more than required. But could never get anybody to respond that sounded like an American. They tried to charge me for returned check charges and they wouldn't forward me to Supv.
