Sent $206 by MoneyGram for Emblem Mastercard, Card Never Arrived

I received a letter stating that I had a debit and that if I paid 206.00 that I would receive an Emblem Mastercard from Monterey Bank so I went to money gram and sent the money and I still have not received that card yet.
